Ssangyong E&C Wins Technical Proposal-Based Tender for Gangneung–Jejin Railway Construction

Ssangyong E&C has won a railway construction bid for the first time since the company entered technical proposal-based public tenders.

According to industry sources (as of November 7), the Korea National Railway (KR) reviewed, on November 4, basic design proposals from bidders for the Gangneung-Jejin single-track electric railway construction contract, a turnkey project with an estimated worth of KRW 271.3 billion. In this assessment (which used the weighted total score method), a consortium led by Ssangyong E&C received the highest overall score of 97.4, with its closest rival earning 87.4 points.

Ssangyong E&C is the main coordinator of the consortium (45% share) that involves KCC E&C (18% share), Myounghyeon Construction (7% share), and six other partners with a 5% share, namely SG Construction, Shinhwa Construction, Taesung C&E, Sunwon Construction, Samyang Construction, and Dukheung Construction.

To aid in construction design, Yooshin Engineering Corporation and Dongbu Engineering have also joined the project. Although the opening of the price bids must take place before the completion of the bidding process, Ssangyong E&C is considered the likely winner of the contract as the design score accounts for 70% and the price score, 30% in the overall assessment scheme.

Last year, the company failed to win, by a narrow margin, the Chuncheon-Sokcho Railroad Section 1 Roadbed Construction Project. However, by becoming the highest scorer in the aforementioned assessment, the company has succeeded in expanding its footing in the field of technical proposal-based public tenders.

Since it is certain that the contractor for the Gangneung-Jejin railroad Section 9 will be finalized within this year, this project, which is part of a broad initiative to build a peace infrastructure for the two Koreas, will no doubt be launched before the end of the year as well, and the Korean government is most likely to hold the project’s groundbreaking ceremony in Goseong, Gangwon-do Province, one of South Korea’s northernmost counties that borders North Korea and where Section 9 is located.
