Quality, Not the Lowest Bid, Wins Ssangyong E&C MRT Line and Expressway Contracts

A Powerhouse in Singapore's Construction Scene
USD 750 Million Secured via 2018 Contracts, With USD 2.15 Billion Over the Past 10 Years
Prizes at the ASAC Demonstrate Customer Confidence

 

Recognized for its superb technology, successful safety management and construction expertise, Ssangyong E'C is continuing its streak of winning civil engineering contracts in the Singaporean market. In December 2018 alone, the company won underground expressway construction contracts worth USD 750 million.


Ordered by Singapore's Land Transport Authority (LTA), the North-South Corridor (NSC) Sections N102 and N111 are design and build projects, which involve the construction of a 1.28-kilometer, six-lane cut ' cover tunnel, a 0.37-kilometer access road to an overpass, and a 1.1 kilometer overpass. The project period is 96 months and is expected to be completed in November 2026.


For the Section N102 contract, secured at the same time as Section N111, Ssangyong E'C formed a joint venture with the local civil engineering firm Wai Fong, with the former an 85 percent share as the main contractor.


Section N102 connects the southern Marina Bay area with Singapore's northernmost Woodlands area. A noteworthy aspect is that the section is crisscrossed by roads above ground and two MRT Lines (DTL and NEL). Worth USD 350 million, the project involves the construction of a 21.5-kilometer stretch of expressway.


The section, in particular, is a huge engineering challenge because the construction of a 1.55-kilometer, six-lane tunnel must be conducted only one meter above the NEL Line. The project period is 96 months and is expected to be completed in November 2026.


With the Singaporean Government's strict attention to safety and quality, Ssangyong E'C was able to secure contracts for both NSC sections without being the lowest bidder. The tender processes featured the Price Quality Method (PQM).


In particular, winning prizes at the LTA's Annual Safety Award Convention (ASAC) played a significant role in the company's winning of the bids. In fact, Ssangyong E'C won the Grand Prize at the ASAC over three consecutive years since 2010, in relation to the Marina Coastal Expressway (MCE) C482 section. In 2012, both MCE C482 and the Downtown Line (DTL) 921 sections won the company Grand Prizes, making it the first company in the history of the ASAC to receive two prizes in one year. In 2013, the DTL 921 site won the Grand Prize once again, which made the company a winner four consecutive times.


"We were able to win these contracts because we demonstrated superior, quality-driven construction capability through our previous projects, thereby building trust with our client, the Singaporean Government, known for its strict safety inspections," a company official said. "With these new contracts, we have achieved, since 2008, a total sales revenue of USD 2.15 billion (as of 2018) in the Singaporean civil engineering market alone."
